isPortableTextToolkitList(block): block is ToolkitPortableTextList
Loose check to determine if block is a toolkit list node. Only checks _type, assumes correct structure.
Parameters
- block: ToolkitPortableTextList | TypedObject
  Block to check
Returns block is ToolkitPortableTextList
True if toolkit list, otherwise false
